Painting tricks have been used for years to trick the eye into thinking a room is a different size or shape than it really is, and the ceilings are no exceptions.

If your ceilings are too high, giving the room a cavernous feeling that you don't like, paint the ceiling (and - to lower the ceiling even further - the top foot or so of the wall itself) a darker color.

If your ceilings are too low, paint the ceiling a light color and continue the wall color as a six inch border around the ceiling. Also, by painting the baseboards the same color as the walls, you reduce the "breakage" and create the illusion of taller walls.
